Start meat cooking in a heavy skillet over medium high heat. While it is cooking, chop the onion and crush the garlic and add to the meat. Stir it up, using a spatula to turn it over and break it up evenly. Cover and let it continue cooking.
Meanwhile, chop the cabbage coarsely. Stir this into the meat mixture a bit at a time letting it start to wilt before adding more. Recover the pan.
Stir in the tomato sauce, lemon juice, pepper, nutmeg, cinnamon, and salt. Replace the lid and let the whole thing simmer for 5 minutes, then serve.
